The County of Grande Prairie is seeking public feedback on a proposed loan guarantee request for the development of the Maskwa Medical Center. Residents are invited to complete a survey after reviewing information about the loan guarantee for the Maskwa Medical Center.

Maskwa is an innovative, Grande Prairie-based, not-for-profit registered charity committed to accelerating the process and improving access to medical specialists and services for the people of the Peace Region. The Center is currently being constructed next to the Grande Prairie Regional Hospital.

How Does this Project Impact the County of Grande Prairie?
Maskwa Medical Center (Canada) Inc. is requesting the County of Grande Prairie guarantee up to $5.84 million toward a $23.35 million construction loan that Maskwa Medical Center plans to borrow from ATB Financial. The total estimated cost of the facility is approximately $40 million.
According to the Municipal Government Act, a municipality may only guarantee the repayment of a loan between a lender and a non-profit organization if the guarantee is authorized by a bylaw.
On May 15, 2026, Council gave first reading to Bylaw #3268 — Maskwa Medical Center (Canada) Inc. Guarantee Bylaw as presented. A bylaw requires three readings to be passed.
The City of Grande Prairie, Municipal District of Greenview, and Saddle Hills County have all passed bylaws authorizing them to act as guarantors for up to $5.84 million each of the $23.35 million loan.
The County of Grande Prairie Council cares about local healthcare and is seeking public feedback regarding the proposed loan guarantee. The County is also advocating that the Province fund Maskwa to improve residents' access to medical services and specialists.
We know medical services matter to our residents. We'll keep advocating for healthcare improvements, but we want to hear from our residents before we guarantee a portion of the loan for the construction of Maskwa Medical Centre.

What is a Loan Guarantee?
A loan guarantee means the County would not directly provide funding up front, but would promise to pay back the $5.84 million loan if Maskwa Medical Center can’t repay it.
Having loan guarantees from other parties will reduce the lender's risk, which can help the Maskwa Board obtain a loan more easily.

Funding to Date
In addition to the request for a loan guarantee, the County of Grande Prairie has provided a $500,000 grant along with a $3.5 million interest-free loan. The City of Grande Prairie and the Municipal District of Greenview have also provided $500,000 grants and $3.5 million interest-free loans. Saddle Hills County has provided a $3.5 million grant.
