The County is seeking input from residents and businesses in Clairmont regarding the proposed readdressing of the Hamlet of Clairmont.

In 2007, the County expanded the hamlet boundaries to include 34 sections or approximately 5,440 acres of land spanning from the City limits to Mercer Hill and one quarter section west of Range Road 63 to one quarter section east of Range Road 54. Since then, there has been significant growth and development in Clairmont.

What are the proposed changes?

The County is exploring making three major changes to the addressing in the Hamlet:

In 2007, the County expanded the hamlet boundaries to include 34 sections or approximately 5,440 acres of land spanning from the City limits to Mercer Hill and one quarter section west of Range Road 63 to one quarter section east of Range Road 54. Since then, there has been significant growth and development in Clairmont.

What are the proposed changes?

The County is exploring making three major changes to the addressing in the Hamlet:

  • Establish a Consistent Municipal Identifier – Currently addresses within the Hamlet are addressed as Clairmont, County of Grande Prairie No.1, and City of Grande Prairie. This change would see all addresses within the Hamlet boundary assigned a “Clairmont” address.

  • Base all Civic Addresses off the Clairmont Grid – The area south of Highway 43/43X including Whispering Ridge, Westlake, Althen Corner, Highway 43 East and West, and Crossroads South industrial parks are currently addressed using the City of Grande Prairie addressing grid. These areas would be readdressed based on the Clairmont grid.

To simplify this change, the County is proposing to reduce all avenues in this area by 100. For example, 156 Avenue will become 56 Avenue and those addressed off a street would drop the first digit in the civic number of their address (example: 15402 – 105 Street will become 5402 – 105 Street).

  • Resolve Addressing Errors – There are a few areas where development with curved roads is causing addressing issues such as avenues intersecting avenues, and street numbering not aligning in a logical manner. The proposed changes would see these issues corrected throughout Clairmont to make navigating easier.

Why is readdressing Clairmont being considered?

Current addressing has created confusion about the boundary between Clairmont and the City, some residents are even unclear about which municipality they reside in. We have received reports of landowners having difficulty hooking up utilities due to addressing confusion and issues with delivery services. Additionally, the randomly assigned municipal identifier on rural addresses within the boundary means neighbouring parcels have either a Clairmont or County of Grande Prairie address despite being on the same road.

As Clairmont continues to grow and become more urban, the identified issues become increasingly difficult to resolve. Reassigning addressing in Clairmont will clarify boundaries, ensure consistency in addresses, and make locating addresses easier for residents, businesses, utility companies, emergency services and anyone travelling through the area.

    What consultation has been completed and what was heard?

    The County ran an online survey to gather feedback from potentially impacted residents and businesses. The survey ran from November 27, 2020, to January 15, 2021. 551 responses were received.

    While some respondents expressed no concerns with the initiative or think it will solve the issues, the majority did not express support. The cost, time, and inconvenience of updating addresses with every service provider were cited as the main reasons for objection. The challenges of having to undergo the process again when many residents recently moved to the area or underwent other addressing changes in recent years was another major concern.

    Many respondents expressed having issues with their addresses but have found alternatives to deal with the issues and expressed doubt that changing their address would provide resolve and could introduce additional problems.

    What is next?

    While survey results from the 2020-2021 survey demonstrate that readdressing the Hamlet of Clairmont is generally not supported by survey respondents, the responses provided valuable insight that thee County deems necessary to further investigate. Also, further consultation with other stakeholders in the community is required before any decision is made on this initiative.

    • Most respondents represented residents within the hamlet. There are numerous businesses in the affected area that did not provide feedback during this engagement. The County will undergo further consultation with business landowners and tenants in the area.
    • Many respondents identified delivery issues as a concern or problem. This includes deliveries going to the wrong address, and the inability to receive certain delivery services. The County will consult with delivery companies including their drivers to better understand the issues and identify potential solutions.
    • Respondents raised concerns about the impact on changing from a Grande Prairie address to a Clairmont address, including potential impact on availability and cost of delivery services. The County will review and investigate each of these topics and prepare a response or solution to the concern as part of the overall recommendation on this initiative.

    Based on further investigation and consultations, a recommendation will be made and taken to Council for a decision.
