<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/8508456ddad22f92d9b1d63b32f8d93c03927454/original/1718814826/d0ee0a8a16ec2ea24ae98c372ae86e5d_County-City_IDP_Engage_Page_Banner.png?1718814826" style="width: 934px;" class="fr-fic fr-dib">Intermunicipal Development PlanThe purpose of the Intermunicipal Development Plan (IDP) is to develop policies and relationships for the mutual benefit of the County of Grande Prairie and the City of Grande Prairie, and to provide for coordination in areas of mutual concern, which may include:<ul><li>Residential, commercial, industrial/business parkland use and development;</li><li>Environmental management;</li><li>Public and institutional uses (parks, leisure, open space and trails);</li><li>Transportation, servicing infrastructure, and utilities; and,</li><li>Any additional considerations required by legislation.</li></ul>In addition, the project is an opportunity for both municipalities to work together to identify a shared vision for the lands surrounding the City of Grande Prairie and to establish processes that allow for the reasonable use of the lands and address areas of concern for both municipalities. The IDP is a statutory document that envisions the future, meaning that it is intended to guide land use changes that may occur in the IDP area. It does not require any landowners within its area to change the use of their land, until they desire to explore other land use opportunities. As a joint document between the City and County, it also helps to reduce potential conflicts between the municipalities and provides methods for them to effectively coordinate and collaborate.Project HistoryThe project initially began in September 2019 and progressed into 2020. During this period the overall vision of and direction for the IDP area were developed through a number of engagement events with the public, community members, and City and County councils. The project was put on hold in mid 2020, both due to the outbreak of Covid-19 and to allow the municipalities time to develop an Intermunicipal Collaboration Framework. In May 2023, the IDP project was re-initiated. Since then, based on the work and engagement efforts conducted in 2019 and 2020, the project team completed the first drafts of the document, which were presented to the Joint Steering Committee for review. The document was revised to address their feedback.Public Open HousesResidents of the County and City are invited to get involved in the IDP project. The project includes two engagement initiatives in the form of drop-in open houses. The same information will be presented at both drop-in sessions. The first set of open houses is planned to be held on July 18 and 19, when the project team will be sharing background information with the public and providing a draft of the IDP for residents to review.<ul type="disc"><li>July 18 | 6:30 p.m. &ndash; 8:30 p.m. | LSM Room at TARA Centre, Evergreen Park (55051 Township Rd 710)</li><li>July 19 | 11:00 a.m. &ndash; 1:00 p.m. | Teresa Sargent Hall, Montrose Cultural Centre (9839 103 Ave)</li></ul>Residents unable to attend the first open house, or who attended but would like to further engage on the project, will have another opportunity to engage at our second set of open houses in August.

County of Grande Prairie and City of Grande Prairie Intermunicipal Development Plan

To continue growing in a way that meets the needs of our community in the long term, the County of Grande Prairie is reviewing and updating the plans, bylaws, strategies, and guidelines that shape local development.This project starts in 2023 with the development of a Hamlet Resiliency Strategy and a review of the current <a href="https://www.countygp.ab.ca/en/county-government/plans-reports-and-studies-municipal-development-plan.aspx">Municipal Development Plan</a>, which is the high-level vision for the County. What we hear and learn from this process will set the stage for the <a href="https://www.countygp.ab.ca/en/business-and-development/land-use.aspx">Land Use Bylaw</a> and <a href="https://www.countygp.ab.ca/en/business-and-development/area-structure-plans.aspx">Area Structure Plan</a> reviews that will happen during 2024. Ultimately, this work will improve the development process, create appropriate development opportunities, and ensure the County is growing in a way that aligns with the vision that residents have for our County.To be successful, we are asking those who live and work here to help Plan Your County. Your feedback is vital to developing plans and policies that work for the specific needs and culture of our County.<h2 dir="ltr">Main Components of the Plan Your County Project<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/0417d3b71a6dabb9edc0764be61064fd143fe3bb/original/1681842333/c3954394c2babf30119fe078955904da_PYC-Connections.png?1681842333" style="width: 100%;" class="fr-fic fr-dib"></h2><h3 dir="ltr">Hamlet Resiliency Strategy (2023) </h3><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/9e36b7105540c5a592d9e996200fa6e46e058b27/original/1681923595/4be6ef53c8fae294db3dca84b1c651b3_Hamlet_Map.jpg?1681923595" style="width: 100%;" class="fr-fic fr-dib">The Hamlet Resiliency Strategy is a special study looking into the needs of some of the County&rsquo;s hamlets. As these smaller communities have unique needs and amenities, this study will engage with residents and other groups to identify their long-term requirements. This study will also look at what other types of amenities these hamlets could benefit from such as trails, cultural spaces or economic development programs. This study will look at the long-term needs for the County&rsquo;s rural hamlets. This includes development but will also look at other needs such as recreational and cultural amenities, and economic development.How were the hamlets included in the strategy chosen? The strategy is examining 9 of the County&rsquo;s 12 hamlets: Demmitt, Goodfare, Elmworth, La Glace, Valhalla, Huallen, Dimsdale, Teepee Creek and Bezanson. Hythe and Clairmont were not included because they are larger centers and already have specific policies in the Municipal Development Plan. Wedgewood was excluded because it is an urban hamlet.Some of the recommendations from the strategy will inform policies in the Municipal Development Plan and others will be explored through different County initiatives.<a href="https://www.research.net/r/HamletResiliency_Phase1Survey" rel="noopener noreferrer" target="_blank"></a><h3 dir="ltr">Municipal Development Plan (2023)</h3>The Municipal Development Plan (MDP) is the primary policy document that provides long-term guidelines and policy direction for the future growth and development within the County of Grande Prairie. The MDP guides the policy direction for other planning documents, such as Area Structure Plans, and the Land Use Bylaw.<h3>Land Use Bylaw Review (2024)</h3>This bylaw outlines the standards when someone is developing a site, such as building a house. The official detailed results are expected later this year. </div><div class="OutlineElement Ltr SCXW106489944 BCX8"> </div><div class="OutlineElement Ltr SCXW106489944 BCX8">The primary purpose for conducting the census was to produce a total population count of residents in the County. County of Grande Prairie 2024 Municipal Census

In 2021, we welcomed the Village of Hythe as a hamlet within the County of Grande Prairie. Despite this change, the existing nine electoral divisions have remained untouched, prompting the initiation of a review of the County&rsquo;s electoral boundaries.THE NEED FOR A REVIEWFollowing the dissolution of the Village of Hythe, the Provincial government mandated a review of the County&rsquo;s electoral boundaries before the next municipal election in 2025. While this review may or may not result in changes, as our County has changed, it&rsquo;s important to ensure that residents are adequately represented.THE REVIEW PROCESSThis process began with the municipal census. This data will help us gain insight into demographic changes and population distribution within the County.We have begun the process of exploring various boundary options. This includes looking at the number of councillors, divisions, and division boundaries.GETTING INVOLVEDYour voice is important to this process. We value your insights regarding the different boundary and councillor options. Stay tuned for more information about an upcoming online survey where you can provide your input. We will review your feedback and create options for your feedback in a second survey in August. You can also find out more by attending an open house in late August. The County of Grande Prairie, in partnership with the town Beaverlodge has engaged ISL Engineering and Land Services Ltd. to prepare an Intermunicipal Development Plan (IDP) between the two municipalities.
